Car Servicing

The service department lost my locking wheel nuts and key when I changed my winter tires to summer tires in the Spring of 2017. When I realized this, I went to the service department and asked to have them replaced. They agreed to replace them and requested the parts department to order them for me.
The parts department said they were unable to order them as they were not listed in the catalogue. They did however say they sent an email to Ford to see if they could get them. This all took place on Nevember 16, 2017. it is now November 20, 2017 and no word back from them.
I went on the Ford website and found I could order them online and pay for them myself for $69.99 + shipping. If I can do this, why can't the parts department order them? Not a good sign of good customer relations.
